NWLS Visioning Summit Mini-Conference

From Jim Trojanowski, NWLS Director - The Council on Library and Network Development (COLAND), a committee created by the Wisconsin legislature in 1979 to advise the State Superintendent of Public Instruction to assure that all state residents have access to library services, is holding a Visioning Summit in May to discuss the future of library services. In preparation for the summit, those interested in library service are being asked to answer six questions:

1. How will the library of the future contribute to the quality of life in our communities?
2. How will the library of the future contribute to the health of our democracy?
3. How will the library of the future contribute to the educational economic, and workforce development of the future?
4. How will the library of the future contribute to the preservation of the heritage and cultures of our communities?
5. How do we design library services and infrastructure to effectively serve everyone in the community?
6. How do we leverage and maximize the investment in education and library services through cooperation and collaboration?

Northern Waters Library Service invited staff from every school, public, and academic library in its eight-county service area to a mini-conference to discuss the questions and develop system-wide responses to them. On February 6, 2008, 23 librarians met at the Northern Great Lakes Regional Visitors Center for a lively discussion on the future of libraries.

Collaboration was a popular topic at the mini-conference. There was a widespread belief that there is a need for improved multi-type cooperation. For example, closer cooperation between the academic and public libraries would benefit patrons of both types of libraries. There was also discussion of the need to develop more cooperative projects with agencies other than just libraries.

Technology was also discussed extensively. Participants emphasized the growing need for libraries to provide online resources and the value of providing these resources cooperatively. Many librarians believe that libraries should digitize locally important materials, such as historical documents, in order to make them more widely accessible.

Training for staff was an additional theme. Libraries serve an increasingly diverse population with ever-growing demands for new services. It will be important for libraries to assure that every library employee understands these needs and is well-prepared to meet them.

Any individual or group with an interest in the future of libraries is encouraged to respond to the questions. To do so, visit the COLAND online and click on the link to the online survey.

Wisconsin Public Library Survey

A study of the economic impact of public libraries in Wisconsin will be conducted by NorthStar Economics for the Wisconsin Department of Public Instruction. In order to gather a broad range of responses from residents (library users and non-users) throughout the state, libraries, systems, and communities are encouraged to publicize the survey link and to inform local media. Regional focus groups and data collection will be conducted throughout Wisconsin during February and early March, 2008. The results of the study will be announced at the Wisconsin Association of Public Libraries Conference on May 1, 2008 in Stevens Point.

A direct link to the survey can be found at NorthStar Economics or from http://wislibsurvey.notlong.com. Questions about the survey or the study can be directed to either Alan J. Hart, Vice President & Director of Operations or David J. Ward, President at nstar@northstareconomics.com. The Wisconsin Department of Public Instruction has information online on other state and regional studies of the economic impact and taxpayer return on investment of public libraries.

Research Sharing Report

The Council on Library and Network Development (COLAND) will hold a hearing on Intertype Library Cooperation and Resource Sharing, a biennium report submitted by the State Superintendent of Public Instruction describing the programs, policies, and networks to promote statewide cooperation and resource sharing among all types of libraries. The hearing will be held from 9:30 to 11 a.m. at the March 14 COLAND meeting at the Hartford Public Library, 115 North Main Street, Hartford, Wisconsin. The Division for Libraries, Technology, and Community Learning (DLTCL) would appreciate your comments and concerns. The Council will consider both oral and written testimony. Please send any written testimony to Roslyn Wise at the Department of Public Instruction, 125 S. Webster Street, Madison, WI 53702-7841. A draft of the report is available online.

Libraries Change Lives

In the March issue of Woman's Day magazine four entrepreneurs share stories of how libraries helped start their businesses. Also included in the article are tips on how to "jump-start your small business at the library," written by reference librarian Celia Ross, a member of the ALA Reference and User Services Association's (RUSA) Business Reference and Services Section. Visit American Library Association (ALA) to view the article in pdf format.

This is the sixth in a series of initiatives Woman's Day has co-sponsored with ALA's Campaign for America's Libraries. Previous topics have included "how the library has changed my life," "why I would want to be a librarian for a day," and "why I want to research my family tree at the library." Next in the series of library stories will be a call for essays on "Has the Library Positively Impacted Your Health?" Submissions will be accepted until May 11 for a March 2009 feature story.

Technology Replacement Planning

From Mike Sauvola, NWLS - It is important for libraries to remember to include technology replacement in their annual budget planning.

In 2005 Northern Waters initiated a cyclic Technology Replacement Plan to ensure that all technology is kept up-to-date. Up until 2005, computers were not under any formal replacement plan. The result was a wide variance in the capabilities of computers within the Northern Waters office, as well as difficulty in coming up with the funds to suddenly replace failed equipment.

To address these issues, computers, networked printers and network equipment have been placed on a 5 year replacement cycle. The goals of the technology replacement plan are to:

1. Assure that appropriate computing resources are available to support the mission of the library;

2. Assure that each staff member has a computer of sufficient capability to fulfill his/her responsibilities;

3. Implement minimum standards for computing equipment and promote uniformity of technology levels within an area;

4. Ease resource and financial planning by reducing the effort involved in budgeting and planning for new computers.

5. Provide for the cost effective and timely purchasing and installation of new equipment while decreasing the deployment time for new equipment; and

6. Expedite the disposal of old equipment.

Especially important in the coming year will be the replacement of routers. Originally purchased as early as 2000, these routers have more than served their useful lives, and should be replaced with current models that support remote management, configuration, and monitoring.

Please contact Mike Sauvola for a quote on a new router, or any other equipment you plan to replace in the near future.

Inexpensive Online Training

From Linda Stobbe, NWLS - Living in northern Wisconsin creates some geographical challenges when looking at learning opportunities. Another challenge many of us face is finding the time to further our education, when we already have full time jobs, families and civic obligations. Online learning offers us the opportunity to expand our knowledge when and where it is most convenient for us. Many of the following courses (with the exception of the online tutorials) qualify for continuing education credits. Contact me for more information.

Microsoft
Microsoft offers free tutorials on their Office 2003 and 2007 products. Courses include instruction on Access, Excel, Live Meeting, Outlook, PowerPoint, Publisher, and Word. The tutorials are between 20 and 40 minutes on a variety of topics related to each software package.

HP Training and Education
HP offers free courses on a variety of computer applications.

Current courses include:
How to build your first website
Microsoft PowerPoint 2007 Introduction
Microsoft Windows Vista: tune up your PC
Microsoft Excel 2003 extreme
Adobe Photoshop CS2 Introduction
Macromedia Dreamweaver 8: Introduction
Manage your small business with Intuit QuickBooks 2008
Microsoft Word 2007 Advanced

Webjunction E-Learning Institute
The E-learning Institute offers online courses and training resources for library personnel. WebJunction offers self-paced and facilitated courses on a variety of library related topics. Self paced courses can be taken at your own pace and you can enroll in them when it is convenient for you. From the time you enroll, the self-paced courses can be accessed for an entire year. Cost for self-paced courses is generally around $25.

Facilitated courses are scheduled on a certain day and time determined by the organization hosting the course. These courses have a “facilitator” or instructor who teaches the course content and encourages you to collaborate with other participants in the course. Usually, there is a web conferencing system you must log into. The audio portion of the web conferencing system often uses VOIP (Voice Over Internet Protocol - the routing of voice conversations over the Internet or any other IP-based network) but sometimes the audio can be accessed using a telephone. Cost for facilitated courses is between $100 and $250 per course.
