C U R R E N T . E V E N T S LSTA Grant Information Sessions

Public libraries and public library systems are eligible to apply for the 2008 Library Services Technology Act (LSTA) grants to digitize historical materials, implement services demonstrating an innovative use of technology, train library staff and boards learning new information, promote literacy, and improve services to people with disabilities. For those interested in applying for these funds, two free information sessions will be held in June to cover the grant program timetable, the application form, and grant category opportunities and requirements.
The June 6, WisLine Teleconference Session (phone only) at 10:00-11:30 a.m. is offered for
those interested in applying for the 2008 LSTA funds for the following projects:
• Innovative Uses of Technology
• Literacy
• Disabilities
• Library Development Training Those wishing to attend the session should contact Peg Branson by June 1 at (608) 266-2413 or peg.branson@dpi.state.wi.us to register. Registration is required so materials and instructions can be made available ahead of the session.
The June 7, WisLine Web Session at 10:00-11:30 a.m. is offered to provide guidance for
those interested in applying for 2008 LSTA funds for digitization projects. Register online for this session.

Click on the link for WI DPI LSTA Digitization Training, Thursday, June 7. Library education scholarships ranging from $750 - $1350 are now available from the Wisconsin Library Association Foundation:
Continuing Education Scholarships (due August 1)
• Continuing Education Scholarship ($750)
Available to a person employed in a library in Wisconsin for a continuing education program within or outside Wisconsin.
• Education of Rural Librarians Scholarship ($1000)
Available to a person employed in a library in a Wisconsin community with a population of 5,000 or less for a continuing education program within or outside Wisconsin.
• Wisconsin Small Libraries Roundtable ($300 and $150) due August 14
Available to a member of the Wisconsin Small Libraries Roundtable to attend the WLA Conference.
Diversity Scholarship (due August 1)
• Diversity Scholarship ($800)
Available to a person employed in a Wisconsin library or enrolled in a Wisconsin library education/ media program who is planning to attend a continuing education program, professional conference, or master's program in library and information studies and is African-American, Latino/Hispanic, Asian/Pacific Islander or Native American/Alaskan Native descent, OR physically challenged, OR from an economically disadvantaged population .
Library Education Scholarships (due September 15)
• Library Education Scholarship ($1,250)
Available to anyone who is or will be attending a master’s level program in library and information science or in education media at a Wisconsin school during the coming academic year.
• Sally Davis Scholarship ($1,200)
Available to a Wisconsin resident admitted to the master’s degree program in the School of Library and Information Studies at the University of Wisconsin-Madison as a part- or full-time student.
• Vida Cummins Stanton Scholarship ($1,350)
Available to a Wisconsin resident admitted to the master’s degree program in the School of Information Science at the University of Wisconsin-Milwaukee pursuing a library media or youth services program.

FAQ Page on County Library Funding Changes

A new resource page of Frequently Asked Questions related to county library funding is now available. A provision of 2005 Act 420 extends to adjacent counties the provision of Wisconsin Statutes Section 43.12 (the 70% minimum reimbursement responsibility). Under this provision, beginning in 2008, libraries in adjacent counties, including adjacent counties across library system borders (but excluding the Milwaukee County Federated Library System) would be reimbursed by adjacent counties for library use by residents of each of those counties who do not maintain a public library. The online FAQ explains specific issues, circumstances, and requirements.

1. Call to Order/Roll Call
Mary Poretti called the May 19, 2007 meeting of the NWLS Board of Trustees to order at 10:00 p.m.
Present: Emmett Byrne (Burnett County), Carol Eder (Bayfield County), Richard Ehlert (Sawyer County), Tuula Harris (Douglas County), Shirley Harrison (Vilas County), Charles LaBelle (Vilas County), Karen Livingston (Douglas County), Al Lundquist (Ashland County), Kathy McCoy (Sawyer County), Mary Poretti (Burnett County), Carolyn Sweeney (Superior Public Library), Tom Thompson (Iron County), Marcia Wellnitz (Bayfield County), Jim Trojanowski (NWLS Director), Linda Stobbe (NWLS Office Manager).

3. Approval of the March 17, 2007 NWLS Board Meeting Minutes
Mary Poretti said the minutes should reflect the fact that the board held a roll call vote to go into closed session. Marcia Wellnitz moved to approve the minutes of the March 19, 2007, Board of Trustees meeting as amended. Al Lundquist seconded. Carried unanimously.
4. Approval of March and April 2007 Expenditures
Shirley Harrison moved to approve the March and April 2007 NWLS Expenditures. Karen Livingston seconded. Carried unanimously.
5. Approval of April 30, 2007 Financial Statement and Budget Report
Al Lundquist moved to approve the April 30, 2007, Financial Statement and Budget Report. Karen Livingston seconded. Carried unanimously.
6. Approval of NWLS Job Descriptions
The NWLS staff has been updating job descriptions in order to assure consistency in format and wording and to reflect changes in duties that have taken place over time. Several positions will be given new job titles in order to assign similar titles to positions with similar levels of responsibility. Trojanowski explained the process used to draft the new job descriptions and he asked the board to approve new job descriptions for the Director, Assistant Director (formerly Database Manager), Interlibrary Loan Coordinator (formerly Interlibrary Loan Manager), Interlibrary Loan Assistant (formerly Mail-A-Book/ ILL/ Circulation/ Database Management Assistant), Database Assistant, and Mail-A-Book Assistant (formerly Mail-A-Book/Delivery Assistant). Position descriptions for the Network Administrator, Office Manager, Circulation Coordinator, and Network Assistant will be presented for approval at the July meeting.
Following discussion, Marcia Wellnitz moved to approve the job descriptions presented with the understanding that they will be updated regularly. Kathy McCoy seconded. Carried unanimously.
7. Approval of 2007 NWLS Pay Scale
Marcia Wellnitz moved to approve the 2007 NWLS Pay Scale. Shirley Harrison seconded. Carried unanimously.
8. Approval of the NWLS Technology and Resource Sharing Plan, 2007-2010
Trojanowski explained the process by which the plan was developed. The final draft was sent to Bob Bocher, technology consultant for DLTCL, who said the plan is excellent. He did, however, recommend two minor changes and Trojanowski asked that the plan be approved to include them. Emmett Byrne moved to approve the 2006 NWLS Annual Report. Carol Eder seconded. Carried unanimously.
9. Directors Report
Trojanowski reported on the following:
· State budget
· HR program he attended at UW-Superior
· Newly hired employees
· Merlin
· Grand Opening of Hayward library on June 2 at 10:00 am
· Grand Opening of Presque Isle library on June 30 at 1:00 pm
· Progress on the new LCO library
· Renovations at the Spooner and Ashland libraries
10. Other Business
Marcia Wellnitz asked Trojanowski to schedule a meeting at the Hayward library later this year.
11. Adjourn
Mary Poretti declared the meeting adjourned at 11:20 pm.
